Richard Carter hails from the Motown City of Detroit, Mich. The point guard is currently a sophomore at Cloud County Community College in Concordia, Kan. Carter played in Jerry Mullen's JUCO Camp this past summer in St Charles, Mo.

Carter will play next season for the Drake Bulldogs in the Missouri Valley Conference. Carter averaged 12.5 points, 4.2 assists and 3.7 rebounds per game last season for the Thunderbirds.
Carter made 1st team All Jayhawk Conference-West Division along with 2nd team all-Region for the Thunderbirds last season. Carter was named Freshman Player of the Year in the Jayhawk Conference last season.
Carter narrowed it down between Drake and Arkansas-Little Rock before deciding on the Bulldogs and the Missouri Valley Conference.
